The voices come from your operating system and browser. Windows, macOS, Android and iOS each ship different ones; Chrome adds a few of its own.
The Web Speech API does not expose the audio stream, so there is no direct download. Record system audio if you need a file.
Not by this page. Some browsers' voices are cloud-based and may contact the vendor; local voices work fully offline.
