Need a PNG because a tool, form or editor refuses JPG? Drop the JPG and download it as PNG. The conversion is lossless from this point on — the PNG contains exactly the pixels of the JPG — though it cannot recover detail the JPG compression already discarded.

The resulting file will be larger than the JPG; that is normal for a lossless format.

Will the PNG look better than the JPG?

No — it will look identical. PNG stores the JPG's pixels losslessly, but the original compression artefacts remain.

Why is the PNG so much bigger?

PNG is lossless; photos compress poorly without loss. That is expected.
